14. APPENDIX I: QUALIFICATION FOR RANK AND EQUIVALENCIES

    14.1 QUALIFICATION FOR RANK: FACULTY

    [State Contract Appendix IV, pages 65-68, citing New JerseyAdministrative Code N. J. A. C. 9A:6-5.2, Qualifications for Rank. The Commission onHigher Education by resolution of May 25, 1995, allowed these sections of the Code tolapse at the state level, but they were adopted as Personnel Policies of Montclair StateUniversity by a Resolution of the MSU Board of Trustees in Public Session on June 7, 1995.The MSU Board action is titled "Feasible Transfer of Responsibilities under NJAC9:6and 6A," and is registered as Board Action Number 2099.]

    The academic attainment level and professional experiencerequirements for college faculty academicrank are set forth below.Conditions concerning promotion or appointment to such rank are defined in N.J.A.C.9A:6-5.3 (Criteria for Promotions):

        14.1.1 Instructor

        An earned master's degree or its equivalentfrom an academic institution in an appropriate field of study, and enrollment in andactively pursuing an accredited terminal degree program in an appropriate field of study.

        14.1.2 Assistant Professor

        An earned doctorate or other appropriateterminal degree or its equivalent from an accredited institution in an appropriate fieldof study or completion of all requirements for the doctorate in an accredited institutionexcept the dissertation.

        14.1.3 Associate Professor

        An earned doctorate or other appropriateterminal degree from an accredited institution in an appropriate field of study and five(5) years of professional experience.

        14.1.4 Professor

        An earned doctorate or other appropriateterminal degree from an accredited institution in an appropriate field of study and eight(8) years of professional experience.

        14.1.5 Distinguished Professor

        As established by the Board of Trustees ofeach College, this rank is intended to provide for the individual who has demonstratedoutstanding scholarship, teaching ability, or distinction in a field.

        14.1.6 Equivalency

        The State Colleges recognize that on rareoccasions individuals may present qualification as to education and experience that theirpeers will recommend to the board of trustees be the equivalent of the abovequalifications although not corresponding to them to the letter.

    14.2 LOCAL PROVISIONS FOR ESTABLISHMENT OF EQUIVALENCIES

        14.2.1    The faculty memberrequesting the equivalency evaluation presents credentials to the Departmental PersonnelAdvisory Committee (PAC). The PAC may be augmented, at the request of the faculty member,by not more than two of the experienced faculty members of the department who are highlyqualified in the field or discipline of the faculty member seeking the equivalency. ThePAC reviews the credentials and submits a recommendation regarding the candidate to thedepartment chairperson. This recommendation is forwarded to the VPAA by the departmentchairperson.

        14.2.2    The departmentchairperson makes his or her recommendation on the equivalency and forwards theapplication to the VPAA.

        14.2.3    The recommendationsare forwarded to the President, who makes a decision to either act on the equivalency fromthe recommendations given, or seek additional expert advice in the area.

        14.2.4    However, if outsideexpertise is deemed necessary to determine equivalency either by the faculty or theadministration, then the outside expert(s) must be mutually acceptable and within thediscipline being considered. In such cases where equivalency is determined by departmentalpeers and/or by outside expert(s), the candidate then becomes eligible for promotionthrough regular procedures.

        14.2.5    The outside expertis provided with a package which consists of credentials supplied by the candidate, andthe official description of qualifications for the rank the person seeks, which isprovided by the administration.

        14.2.6    The expert is askedto make a recommendation to the University President. Following the receipt of the opinionof the outside expert, the President makes a decision regarding granting of theequivalency and provides the candidate with a written statement of her or his decision.

     14.3 GRANDFATHER CLAUSES FOR DEGREE REQUIREMENTS

        14.3.1    AssociateProfessor: the requirement of an earned doctorate or other appropriate terminal degree orits equivalent for promotion to the rank of Associate Professor will not apply to facultymembers employed by the Colleges prior to September 1, 1968.

               14.3.1.1 The requirements will be those stated in the Personnel Policies Guide of 1963,which states:

               AssociateProfessor: A Master's degree and two further years of approved graduate study in thefield of the faculty member's major assignment or the completion of all requirements forthe doctorate except the dissertation and a minimum of six (6) years' successful professional experience.

                   The requirement of an earned doctorate or other appropriate terminal degree or itsequivalent for promotion to the rank of Assistant Professor shall not apply to facultymembers employed in the Colleges prior to February 22, 1974.

               AssistantProfessor: An earned Master's degree in the appropriate field of study plus thesatisfactory completion of one year of graduate study as defined by the accreditedinstitution in which such graduate study was undertaken toward a higher degree orspecialization diploma in the appropriate field of study, or the completion of allrequirements for the doctorate except the dissertation.

             14.3.1.3    Promotion Priority: The above in no way implies that such affectedfaculty members will be promoted or reappointed automatically, nor does it place them atthe top of any eligibility listing.

            14.3.1.4 Eligibilityfor Tenure Appointment: Faculty members who do not possess an appropriate terminal degreeor its equivalent may be offered a reappointment conferring tenure under unusualcircumstances when judged by the College’s Board of Trustees as being in the bestinterests of the College.

     14.4 QUALIFICATIONS FOR RANK—LIBRARIANS

    14.5 CALENDAR FOR EQUIVALENCY APPLICATIONS

    Eligibility for promotion under the equivalency or grandfatherclauses should be established prior to consideration of promotion materials at thedepartment level. Candidates who by November 1 have not been certified by the President aseligible through equivalence, or whom the Vice President for Academic Affairs has notcertified as eligible via the grandfather clause, will not be considered in the promotioncycle initiated on that date. Individuals who seek to establish equivalency must submittheir credentials to the DPAC and notify the VPAA on or before the 15th of March prior tothe November 1 deadline. Candidates invoking a grandfather clause must so inform the VPAAon or before the 15th of March prior to the November 1 deadline. It is the intent of theAdministration to resolve those requests submitted in a timely fashion by the November 1deadline although circumstances beyond the control of the Administration could delaydecisions.
